First of all, this mod has been rejected on the official mod site because it overwrites the default vehicle data, so please use at your own discretion.

However, you should be able to completely disable this mod by deactivating it and clearing the game cache, but the final decision is up to the user.
This mod can be described as a collection of data assets using Agent_Y's wonderful work Universal Dummy/Stuntman Driver & Passengers + Loads.

Download and activate the vehicles with dummies.
Please turn off the checkboxes for USE simplified Vehicles and Allow mods spawn in the Game Options.
Try generating traffic on your favorite map in Freeroam.
Many of the generated vehicles will have dummies in them.
It is also generated in some races and scenarios.
Number of passengers etc.
Generally, only the driver is on board, but police vehicles, taxis, and buses have multiple occupants.
Most RHD vehicles are designed to seat two people.
All passengers are required to wear seat belts, except for some seats not specified.
For dummies with inappropriate riding positions, we adjusted them to what we considered to be appropriate positions.
Stuntmen were added to the racing vehicles.
Problem
Due to my lack of knowledge, I have saved many photos of modified vehicles on the general map, and some of them are difficult to see when selecting a vehicle. I should have edited them on the grid map.
When playing from the driver's seat, the dummy will get in the way. Adjust your riding position, or delete the dummy and save your own car under a different file name.
The driver's seat dummy can be set from the license plate design in the vehicle settings menu.

We have modified over 1,000 vehicles to accommodate dummies, but we cannot be held responsible for accidents such as missing modifications or dummy ejection accidents due to forgetting to fasten seat belts.
At this point, I can't say if there will be any updates in the future.

@ikaikaika99 There are a few good reasons about why uploading to the forums would be better. One reason is some people refuse to use Modland, If you post it on the forums people are more likely to share the mod. Which brings us to our second reason, Modland doesn't have the best reputation and this seems like a decent mod.

modland is not really the place where people get a lot of mods
