New basic / Old premium hangar from WoT Blitz 1.0

This hangar now used in WoT Blitz from update 4.6 for non-premium account players. it includes original sounds.Attention! This hangar requires mandatory installation of Hangman hangar manager by goofy67.Also hangar has problems with performance on deferred graphic render. In future it will be fixed.
