Whelen Liberty beaconbar v1.3.8 compatible 1.31

This mod have been tested on some trucks but not all of them, so you might find some bugs.

v1.3.8:
-Have added Code3 MX7000 and Whelen Edge for Scania S and Big Stars Mercedes Actros.

Have tested on 1.31 with only this mod active, no problems found no game crash.
