The most important thing is the number of businesses in the city. The more there are, the more cargo options there are for your drivers. This is doubly important for beginners, because in the first few hours their long-distance driving skills are not yet developed, and the available orders will mainly be for short distances.
For example, Milan in Italy has seven businesses, and Paris in France has six. There are other good options, such as Berlin in Germany or Salzburg in Austria.
The trap of roads and ferries

But the number of businesses is not the only criterion. Toll roads and ferries also affect profits.
Milan, although rich in orders, is surrounded by toll roads on all sides, which significantly eats into income. Paris has only one toll road section, while Berlin and Salzburg have no unnecessary travel expenses at all.
Features for achievements
If you are hunting for achievements on Steam, it is useful to know that by opening the main garage in Luxembourg, you can quickly get the National Company achievement, which is given for owning garages in all cities of your starting country.
There is another nice bonus. After upgrading the garage, it will have its own gas station, where fuel will be cheaper than at regular gas stations.
And what about the end of the game?
Later, when your drivers are earning much more than you are, the location of the garages will no longer play a major role. You will be able to place them anywhere, even in the most remote corners of the map, to make it easier for yourself to move quickly between regions.
