This patch enables all players to tip and shovel loose fill types anywhere on the map, including NPC and unowned lands. There are additional settings on the general options page that let bailers, tedders, windrowers, fodder carts, and mowers to work on unclaimed property. Field work licenses are also granted during contract missions.
