I took around 2 years to complete this project, and I wish I could say that it was spent on this single version, but before that there were other versions. Interstate 420-B has been released in this forum to continue with other modders, but at the end the road has taken up too much memory, ran to too many limits and cannot therefore be completed without some major Vice City memory work. This was April of 2004. 420-B ended with me for lack of time, I worked on that project for a good month. This project took me approximately 3 weeks, and for Vice City this is the first true Interstate 420 version.
Features scratched models creating an interstate "loop" around Vice City's first Island with exits to both islands. A second loop was looked at, but the back of the second island had little or no spots for good on/off ramps and found that it took too much time and memory.
There are 15 interstate exits that lead to different locations, including Starfish Island and Leaf Links, and new games have started on the 2nd island. The exits appear in the left lane and are NOT continuous, so that you pull on the ramp, stop at a small crossroads and then turn off the ramp. You stay in the right lane to get by the ramp. I found these ramps fun, cars make good jumps and you could jump around the interstate to get 400 bonus bonuses for 233 ft jumping.
There are many signs, such as speed limits, ramp speeds, do not enter, I-420 and large overhead exit signs. Backsides of these signs are billboards for the opposite lane.
The mod isn't perfect as many, but you won't notice anything. The biggest problem is the posts on the overhead panels, and one lights up the turns, like the turns out of the wall. I think you're fun, hit 300 and see how many 360s you can pull before you explode.
Around this road I drove plenty of vehicles and found little or no problems. The turns look fine with quick cars, while riding bikes I found nothing strange (except hitting the wall and flying off 100 meters into the ocean).
There are areas that have to be repaired, but I need a good break from this project. The ramps disappear more or less into the ground, a couple stick a little on the road which was a flaw when I redid the roadbeds. It doesn't distract traffic or players, and it is fun to hit once again. There were no major problems in this mod.
This mod has been tested without any other modifications with a completely new installation of GTA:VC and no issues have been found.
[ The Future ]
I hope that future versions, including the replacement of images on your map, will show the interstate in the game, and VEHICLES will drive it down. There is currently no traffic on this road, but something will be done with the current modders. And yes, if it can be done, SA is massive, I am planning to make (or import these pieces) into San Andreas and there to make an interstate. All of us can hope.
And of course, in some kind of installer, as I'm sure everyone will want it. If someone puts them in one, then send me a link and I'm going to download them and put them on my website.
