Important! To run mods on Quilt, you need to install a special API, similar to the Fabric API, but optimized for Quilt. It is called the Quilted Fabric API.
Installing Quilt:

First, install the Java component if it is not already installed.

Launch the desired version of Minecraft through the launcher and close the game.

Download the Quilt installer.

Run the installation (if the file opens as an archive, use "Open with" -> "Java").

Select the Minecraft version and click "Install."

Restart the launcher and install the Quilted Fabric API.

Done.
