The "Expanded Mandates" mod introduces a wide variety of new mandates for democratic empires in Stellaris, greatly enhancing the leadership tasks and strategic options available. No longer limited to building mining or research stations, the expanded range of mandates makes gameplay more engaging and offers more tactical decisions.
General Changes:
- Each mandate grants 10 months of Unity and an additional reward lasting for 10 years.
- Mandate completion is now rewarded at the start of elections and also upon a leader’s death (if the mandate's conditions are met).
- Restrictions have been added to the timing of certain mandate appearances.
- Democratic systems can impose term limits on leaders.
- The Limbo anomaly reactivation mechanic has been restored.
New Mandates:
- Interstellar Expansion: Colonize a new planet or expand into 4 new systems.
- Interstellar Highway: Build 4 hyper relays.
- Interstellar Reconnaissance: Fully survey 6 new systems.
- Peacemaker: Avoid participating in wars until the end of the leader’s term.
- Fleet Builder: Reach 75% of fleet capacity by the end of the leader’s term.
- Uplift Species: Uplift a species to sapience or FTL capability.
- Great Emancipator: Abolish slavery.
- Outlaw Robotics: Ban robots and AI.
- Legalize AI: Permit the use of robots and AI.
- AI Liberation: Grant full rights to AI.
- Aggressive Diplomacy: Set the policy to "Unrestricted Wars."
- Defensive Stance: Set the policy to "No Wars."
- Xenopurger: Exterminate 5 xenos.
- Army Recruiter: Recruit 6 armies.
- Xeno Alliance: Join a defensive pact or federation.
- Xeno Isolation: Withdraw from defensive pacts and cancel migration agreements.
- Warmonger: Start an aggressive war.
- Declare Rivalry: Declare a rivalry.
- Open Migration: Sign a migration treaty.
- Science Without Borders: Sign a research agreement.
- Individual Freedom: Prohibit forced resettlement and population controls.
- Xeno Subjugation: Ensure xenos do not have full rights by the end of the leader’s term.
- Tough on Crime: Reduce crime on planets to below 15%.
Modified Mandates:
- Orbital Research: Building observation posts or research districts now counts towards mandate completion.
- Orbital Resource Mining: Constructing mining or energy districts on inhabited objects fulfills the mandate.
- Urbanization: Industrial districts now also count toward the urbanization mandate.
- Empires with the Voidborn origin can complete most district-related mandates, except for farming districts.
