"What does it do?"
It's a clamp. Can be placed behind a tractor. It's useful for picking up entire trees and placing them elsewhere. It can be found under forestry equipment (I'm not using an English version - it might be called something else but you get the idea).
I've used a clamp (is clamp the right word?) like this in real life and it's surprisingly useful.
