Included is an INI to put RTX features into a "Performance mode". Changes reduce radius of light and reflex, but leave plenty of eye-candy (as long as you don't look too closely).
I now get much closer to or above 60 fps in scenes where my 3070 was about 40fps with RTX reflections and shadows.
Simply place ini file in your Cyberpunk 2077\engine\config\platform\pc folder.
