OK first thing, this is a FLB not a FLX. The FLX is a conventional cab sold in Australia, it's not a COE.
Second, if you open the archive, you'll see there is not a single that is newer than 2019. So it MAY work in 1.39 but it's not designed for it so you won't have opening windows, fmod and such. It's just a **** mod stuck in 2019.
